NitzeSchool of Advanced International Studies (SAIS) is a leadinggraduate school of international relations, educating students forprofessional careers in government, business, journalism,international organizations, academia and nonprofits. SAIS enrollsabout 600 full-time students in Washington, D.C., primarily in theschool’s two-year Master of Arts program. Approximately 30 percentof the students are non-U.S. citizens coming from more than 70countries. About 190 students study at the Bologna Center in Italywhile about 200 students attend the Hopkins-Nanjing Center inChina. To learn more about SAIS, visitwww.sais-jhu.edu.GeneralSummary/Purpose:The Sr.Programmer Analyst is responsible for the creation, implementation,maintenance, performance, production support and documentation ofvarious departmental and enterprise- wide application systems andreporting assets. This includes but is not limited to theinstallation, modification, and testing of new and/or upgradedapplications (packages or home grown), operating systems, filestructures, hardware, communication devices, and productivitytools. This position applies analysis techniques and procedures togather and then translate business requirements intofunctional/technical specifications and designs. Using functionalspecifications and designs, The Sr. Programmer Analyst produces allor part of the deliverables. This position maintains databases andapplication system code.The Sr. Programmer Analyst worksclosely with the functional personnel to support, enhance andmaintain multiple modules of the Integrated Student InformationSystem (SIS) system, the financial aid system (PowerFAIDS), theadmissions CRM (Slate), support and enhance Hyland’s OnBaseEnterprise Document Management System, as well as other systemsthat are integrated with SIS, Slate, PowerFAIDS, OnBase andSharePoint for all 3 campuses of the Johns Hopkins School ofAdvanced International Studies. He or She also workscollaboratively to build; code and test technical specificationsthat accurately reflect the SAIS business processes. The candidatewill also be responsible for developing functional reports andmodels using SSRS, Tableau, and PowerBI for the offices ofAdmissions, Financial Aid, Billing and Registration. These reportsinclude standard, statistical, ad-hoc, condensed or detailed typesand will be used by Senior Management to support high-levelstrategic decisions. The candidate will also develop, maintain, andenhance reports related to the Dean’s Executive Dashboard andotherSr. level leadershipoperational dashboards. The candidate isrequired to have at least intermediate knowledge of the .NETFramework and the C# language in order to support SAIS onlineapplications that interface with the SIS system via web services.In addition, the Analyst will work with University InformationSystems (UIS) staff and divisional counterparts to design andmaintain the SIS system throughout JHU.Specific Duties &Responsibilities: Conducts thoroughanalysis in regard to technical systems and application programs;documents findings and proposes problem resolutionalternatives.Requirements gathering, implementation, andtesting for new Degree/Program types across all of our softwaresystemsAnalyze business requirements, design and developreports and report models for multipleapplications.Implement and support new reporting and datavisualization tools like Tableau and MicrosoftPowerBI.Gather requirements, mine, clean, and organizedata, design and implement reporting solutions to support Dean’sExecutive Dashboard initiative.Perform data analysis and data mining tosupport strategic planning initiatives.Manage technical aspects of student scoring andnormalization initiatives.Support budgeting and forecasting initiativesin the SAIS Office of Finance andAdministration.Support enrollment modeling andpredictive/prescriptive analytics efforts for Admissions andFinancial Aid.Serve as project leader of any project fromdefinition to implementation; ability to manage daily tasks andtechnical resources and to communicate in a manner that ensuresproject work is verifiably accurate and onschedule.Able to work at the highest level of all phases ofprogramming on multiplesplatforms.Defines; documents and maintains data interfacedefinitions and data integration between various applicationplatforms.Implements SQL code that accurately reflects SAISbusiness processes.Critically reviews all programs, reports, etc. priorto implementation to verify consistency and conformance withestablished departmental guidelines, policies and practices as wellas industry standards guidelines.Performs acceptance testing and programimplementation for assigned systems and/orprojects.Implement, support, and maintain solutions thatare critical to scheduled business operations like tuitioncalculation, anticipated aid posting, bidding, and student recordmigration between systems.Annual and OngoingUpdates/Rollover/Configuration of SystemsMeets with functional personnel regularly to gain athorough and complete understanding of the functional businessprocesses at SAIS.Serves as a technical resource for any tier II/IIItechnical issues that may arise for all applications he or she isengaged with to ensure the accurate and timely flow of data insupport of the SAIS businessprocesses.Works closely with UIS technical staff and SAISfunctional staff to ensure functional staff can perform all aspectsof their business processes using SIS and other supported andhigh-profile applications.Gathers report requirements in collaboration withfunctional users.Collaborates with functional users to test andconfirm data integrity, identifying issues and proposing technicalsolutions to resolve them.Maintains and enhances existing reports and reportmodels.Serves as a technical representative for UIS modulemeetings.Reviews disaster recovery plan regularly to ensurecompleteness and accuracy to quickly restore all applications inthe event of a disaster or otherinterruption.Keeps DBO and other project and support team membersapprised of the status of all problems, tasks and assigned projectson a regular basis.Performs other duties asassigned.Minimum Qualifications(Mandatory):Bachelor’s degree, preferably in computer science,engineering, information technology or related field and threeyears of related work experience with computer systems andapplications required.Additional experience may be substituted foreducation and additional education may substitute forexperience.Master’s degree in computer related field preferredbut not required.Project Management Professional Certification isdesired but not required.PreferredQualifications:5+years experience building SQL queries, stored procedures, views,and user defined functions.5+years experience as a developer in a larger-scale ERP environment,building SQL objects and reports for theenvironment.2+years of relevant hands-on work experience with SharePoint portaland development.Experience with third party Workflow and BusinessIntelligence tools.Special Knowledge, Skills,and Abilities:Strong database design and datamodeling skills. Demonstrated proficiency in developing ASP.NET webapplications with Visual Basic.NET or C#. Thorough knowledge of,and demonstrable experience with Microsoft SQL Server; 2000/2005(including T-SQL, views, stored procedures, user defined functions,etc.), Active Server Pages (ASP)/ASP.NET, XML/XSL; reportdevelopment experience with SQL Reporting Services (preferred),Tableau, Microsoft PowerBI. Experience with student informationsystems or university administrative applications a plus. Strongknowledge of Microsoft SharePoint solution development usingSharePoint Designer, InfoPath forms and Visual Studio, preferably2010 versions. Experience with implementing and customizing orextending vendor-provided solutions. Experience with the followingproducts is highly desired but not required: Sungard’s MatrixStudent Information System (SIS); Hyland’s OnBase; Hobson’s EMTConnect and Apply Yourself; Technolutions Slate, College Board’sPowerFAIDS. Demonstrated proficiency in developing reports andreport models using SSRS, Tableau, PowerBI and other similar tools.Excellent verbal and written communication skills with ability towrite documentation and reports as needed and interface effectivelywith all stakeholders and peers.
