ILOILO – Under fire for the slowrepair of Aganan Bridge in Pavia town, the Department of Public Works andHighways (DPWH) yesterday reopened it to traffic. Work on the defective sideused by people and vehicles going to Iloilo City from the Iloilo Airport hadbeen completed, according to Assistant Regional Director Al Fruto. Repair of the Aganan Bridge startedlate last year although it had been showing signs of deterioration for monthsprior. This angered a lot of people who took to social media to vent theirfrustration. Asked why this side of the bridgeneeded constant repair in recent years despite being relatively new, Fruto saidthe cement may be “weak.” F. Gurrea Construction was the DPWHcontractor that built this side (two additional new lanes) of the once two-laneAganan Bridge only some five years ago. He, however, recalled that when F.Gurrea Construction turned the bridge over to DPWH after construction, thesetwo additional lanes seemed well-built. Fruto said DPWH and F. GurreaConstruction had an understanding that the contractor would be repairing thetwo lanes it constructed should there be a need for it, at no cost to DPWH. One possible test is the so-calledrebound hammer test – a non-destructive testing method of concrete whichprovide a convenient and rapid indication of the compressive strength of theconcrete. The rebound hammer is also called as Schmidt hammer that consist of aspring controlled mass that slides on a plunger within a tubular housing. Fruto also said while Aganan Bridgehas a weight limit of 20 metric tons, vehicles exceeding such weight cap couldstill pass by the bridge. Thus, the hardness of concrete andrebound hammer reading can be correlated with compressive strength of concrete. Fruto said DPWH would be conducting a“thorough assessment of the structure’s integrity.” Is this arrangement a tacit admissionthat the expanded Aganan Bridge was poorly constructed? Rebound hammer test method is based onthe principle that the rebound of an elastic mass depends on the hardness ofthe concrete surface against which the mass strikes. When the plunger ofrebound hammer is pressed against the concrete surface, the spring controlledmass in the hammer rebounds. The amount of rebound of the mass depends on thehardness of concrete surface. F. Gurrea Construction did the repair,according to Fruto, at no expense on the part of DPWH. Another possible test is the core testwhich is generally performed to assess whether suspectconcrete in a new structure complies with strength-based acceptance criteria ornot./PN
